I understand in parts of California it is illegal to water one's lawn during certain times, so if she lived there she would be in compliance with the law.

The problem in the U.S. is that the knee jerk reactions of our politicians is to automatically pass a law every time they think they see a problem. Of course the police are then expected to enforce all this nonsense and, let's face it, arresting old ladies for not watering their lawns is a lot easier than going after real criminals and when presenting their statistics to justify their requested budget increases the arrest of an old lady counts just a much as the arrest of a drug dealer.

There's another thing we have here in America beside potential police abuse. We have folks looking for deep pockets to sue, and we have and a surplus of laywers, many of which hope to score big.

and she did have a cut on the bridge of her nose. How awful is this? There is something wrong when a cop abuses his authority.

I would think the ACLU would be right there helping her sue for damages. I hadn't heard of this one.
