Every new idea has a shadow zone. Laudable though an organic waste collection may be, it has a downside.

In a symbolic effort to show financial responsibility, democrat Congress passed a bill requiring that earmarks be publicly documented. Earmarks or earmark dollars are those chunks of money that politicians slip through the system by attaching them to other bills and budgets. Although some of these earmarks are now documented, the documentation is quite limited and does not produce the accountability desired.
