It appears that it might have been more sinister than it first appeared - apparently there were 15 people arrested in the region over the past few months, as they were suspected of plotting to cause problems during the Olympic Games.
It seems that the terrorist, who was killed by the police, was one of those involved in the planning of terrorist activity.
In any case, it seems the Chinese have been quick to act on this.
